 Second CONNECT Workshop: Flexible Mobility services: business models, organizational and contractual issues

Organised by Province of CREMONA, in collaboration with ATAF and CONNECT, the second CONNECT workshop "Flexible Mobility services: business models, organisational and contractual issues" was held in Cemona, Palazzo Cattaneo, on May 23-24, 2005.

The workshop was supported also by the ENEA, the Italian Energy Authority, and by the SUNRISE and AGATA projects, funded by the European INTERREG IIIC and IIIB Programme, which aim to promote and realise DRTs in many different sites of the European regions.

During the workshop, an open discussion has been carried out both on the results of the real applications in European areas and on the business models, organisational and operational barriers that have to be faced to make FT services more efficient in the overall transport intermodal chain.


The workshop was structured in the following sessions:

Emerging business models for FT services

The objective of this session was to present the latest developments on the currently and emerging business models for the provision of FTS in the public transport policies context. The key business dimension and the strategy to allow to the DRTs the achievement of an economic sustainability (feasibility) were analysed discussing the approach and constraints. The business models and the currently experiences carried out in some DRT services operated in 3 European regions have been discussed.

Organisational and operational aspects

In the last decade many FTS have been developed in many European areas and regions with different territorial, social and transport missions not last to integrate and extend conventional transport services. At this stage it is necessary to assess the FT services also from the operational and organisational point of view in order to have a clear idea of the business feedbacks and of the impacts on the transport executives. The technological aspects of FTS have been already analysed in many European projects and initiatives, the PT market requires understanding the overall complexity of DRT from the day by day management and which are the constraints due to the organisational and operational context in relation to the mission of different DRT services.

Contracting DRT service

The contract and legal aspects related to the DRT services respect to the overall contract of PT conventional service is one of the main issues at this stage of applications. These haved been faced both from the point of view of the Authorities (funding entities) in terms of indicators and evaluation categories and from the transport executives point of view, in terms of requirements and duties to ensure a consolidation of DRT services in the overall conventional transport chain.

Day 2,May 24th, was dedicated to a detailed analysis of "demand forecasting techniques, business model and contractual aspects". Different European experts coming from different realities discussed in two parallel sessions with restricted number of participants.

The workshop target audience were mainly Local Authorities, Experts, Transport Operators, Citizens and Associations.
